Officials from the Kampala Metropolitan Ministry were grilled by Parliament’s Public Accounts Committee (PAC) over delayed road projects that have disrupted commuters and raised safety concerns, as well as the forceful eviction of street vendors without clear resettlement plans.
During the session, MP Elijah Okupa challenged the ministry on the effectiveness of allocated funds, saying, “You're not doing enough to address these issues.”
The committee, chaired by Vice Chairperson Gorreth Namugga, also questioned the ministry’s low staffing level of 58%, which has been blamed for slowing service delivery.
Concerns were further raised about six procurement processes that attracted only one or two bidders, prompting transparency questions.
A ministry official attributed the low participation to challenges faced by suppliers with the Electronic Government Procurement (EGP) system.
